ANP inspection actions – Between the 7th and 10th of August, the ANP carried out inspection actions in the fuel market in 12 units of the Federation, in all regions of the country.

In the actions, the inspectors verified the quality of the fuels, the supply of the correct volume by the metering pumps, the adequacy of the equipment and instruments necessary for the correct handling of the products, as well as the documentation of authorization of the companies to operate and those related to the movements of the fuels.

The Agency’s participation in the Hades operation, organized by the Public Prosecutor’s Office of Maranhão (MPMA), through the Special Action Group to Combat Criminal Organizations (Gaeco), and with the participation of the State Secretariat of Finance of Maranhão (Sefaz ) and the Federal Highway Police (PRF). In Espírito Santo, the Agency participated in the Meta operation, organized by the Specialized Police for Consumer Protection (Decon) of Espírito Santo, and also with the participation of the Commission on Explosives and Fuels of the State Legislative Assembly (Ales).

The Agency also worked in partnership with several public bodies in other states. During this period, there were joint operations, for example, with the Military Police of Rio Grande do Sul, Procon de Sorriso (MT), Civil Police of the Federal District, among others.

ANP inspectors inspected 49 economic agents, including gas stations, LPG resellers, unregulated economic agents and ethanol producers in the cities of Arujá, Embu das Artes, Francisco Morato, Guaíra, Guarulhos, Itapecerica da Serra, Santo André, São Caetano do Sul, São Lourenço da Serra, São Paulo and Cajamar.

In Embu das Artes, an LPG dealer was fined for not having a decimal scale with a seal of measurement from the National Institute of Metrology, Quality and Technology (Inmetro). In São Lourenço da Serra, two LPG dealerships were fined for the same reason.

In Guaíra, an ethanol producer was fined for failing to comply with the ANP notification, and was also partially banned for operating equipment without prior authorization from the Agency.

Shares in the State of Rio de Janeiro

Throughout the week, ANP inspectors inspected ten fuel stations in the municipalities of São João de Meriti, São Gonçalo, Niterói and Rio de Janeiro. The operations were supported by the Delegated Services Defense Department (DDSD) of the Civil Police.

In São Gonçalo, two retailers were fined and banned for breaking seals previously inspected by the ANP and also for selling regular C gasoline and regular hydrous ethanol out of specification (improper presence of methanol).

In Niterói, two fuel stations were fined and banned for breaking seals placed in previous inspection and for selling regular C gasoline and regular hydrous ethanol outside of specifications (improper presence of methanol).

In São João de Meriti, a fuel retailer had nozzles and a common hydrated ethanol tank banned because the presence of methanol in the fuel was verified.

Finding methanol non-compliances in the field was possible with the use of a specific kit, through which the presence of the substance in fuels could be verified qualitatively. Samples of regular C gasoline and hydrated ethanol were collected for laboratory analysis by the ANP.

The ANP inspection actions are planned based on several intelligence vectors, such as information from the ANP Ombudsman with consumer manifestations, data from the Agency’s Fuel Quality Monitoring Program (PMQC), information from other bodies and the area of ANP Intelligence, among others. In this way, actions are focused on regions and economic agents with signs of irregularities.
