Fuel Quality Monitoring Program

The National Agency of Petroleum, Natural Gas and Biofuels (ANP) will resume the Fuel Quality Monitoring Program (PMQC) in August. The PMQC had been suspended in July due to budget cuts suffered by the Agency.

The resumption will be possible due to the release of part of the budget of federal regulatory agencies, including the ANP, through Decree No. 12,566, of July 30, 2025, which deals with the budgetary and financial programming of the federal Executive Branch for 2025.

The Program has 13 laboratories contracted by the ANP in different states, responsible for collecting and performing physical-chemical analyses on samples of gasoline C, diesel oil B, and hydrated ethanol fuel. The Program is an important tool for understanding the compliance rates of fuels offered to consumers.

The PMQC monitors the general quality indicators of fuels sold in Brazil in order to identify products that do not meet the technical specifications determined by the Agency. Among its main objectives is the identification of areas of non-compliance, with a view to guiding and improving the performance of the supply inspection area.

In addition to supporting the ANP’s inspection activities, the PMQC also serves as a source of information for actions by public prosecutors, consumer protection agencies, and finance departments that have agreements with the Agency.

Each month, samples of gasoline, hydrated ethanol fuel, and diesel are collected at gas stations chosen by lottery. The samples are analyzed in relation to various technical parameters at the ANP’s Center for Research and Technological Analysis (CPT, located in Brasília) and in the laboratories of universities and research institutions contracted by the Agency.

All contracted institutions must participate in the Interlaboratory Fuel Program. This program monitors the quality and standardization of the services provided by the laboratories, which are required to adopt the BR ISO IEC 17025 standard, which establishes requirements for the accreditation of testing and equipment calibration.
