Instituto Combustível Legal (ICL) creates nucleus to combat irregularities in the lubricants sector

The Instituto Combustível Legal (ICL) announces the creation of a specific nucleus to promote actions to combat the irregular market of lubricating oils. The initiative is associated with the companies Vibra, Ipiranga, Raízen, Mobil, and Petronas.

ICL’s challenge in the lubricants segment includes the development of actions against irregularities and illegalities that affect this sector. Among the main problems are tax evasion, cargo theft; the production of fake lubricants by clandestine factories; and the sale of products without approval from the National Agency of Petroleum, Natural Gas and Biofuels (ANP), including oils without additives, or out of specification.

“We have already acted in the fight against the irregular fuel market in partnership with the public and private sectors. We are present to act against tax evasion, and operational fraud (adulteration of quality and quantity in fuel sales), among other examples. In the lubricants segment, we will integrate an even broader vision in the energy sector to combat these illicit acts,” says Emerson Kapaz, president of the Instituto Combustível Legal.

Over the past three years, ICL has been advocating for four initiatives to build a more ethical and fair fuel market. They are: conducting inspection task forces, reviewing state legislation, combating contumacious debtors, and tax simplification. Among the main actions of the institute are the holding of workshops for police and inspection forces, intelligence support to agencies to combat the irregular market, and logistical support for donations to public institutions of fuel seized in operations by the authorities.
